Why do wildfire evacuation shelters need extra restrooms?

Evacuation shelters need extra restrooms because school gyms, churches and community centers are built for daytime crowds, not 24-hour stays. The 2020 Apple Fire burned 33,424 acres and pushed more than 7,800 people out of Cherry Valley, the Banning Bench and Oak Glen. Building restrooms ran over fast.

How many restrooms does a 463-person shelter need?

A 463-person evacuation shelter needs about 24 toilets. Our event rule gives 463 ÷ 50 = 9.26, times 2.5 for use over 8 hours, which is 23.15, rounded up to 24. A common humanitarian planning figure of 1 toilet per 20 people for longer stays lands on the same 24. Count the building's working toilets first.

The accessible count follows the 5% rule in ADA §213.2 and California CBC 11B-213.2. That example is one we were actually asked: a caller needed restrooms for 463 evacuees. Confirm the final plan with your shelter manager or county emergency staff.

Should a shelter rent restroom trailers or porta potties?

Most shelters do best with both. Restroom trailers give families and older evacuees flush toilets, sinks, lights and heat or A/C, but each needs 120V power and water. Porta potties need no hookups and can arrive the same day when you call before noon. Standard units cover volume while trailers cover comfort.

Opening a shelter or cooling center?

Call the yard with your head count and address. Before noon, Monday through Saturday, the first units can roll that afternoon.

Where should handwash stations go at a shelter?

Handwash stations go right beside each restroom cluster and near every food line. Each two-sided station holds 20 or more gallons and serves 2 people at once. Food service needs approved toilets and handwashing within 200 feet, and a shelter's 24-hour crowd can empty a station in less than a day.

Plan at least 1 handwash station per 4 portable toilets. Put sanitizer at the doors too, but sanitizer does not replace soap and water before meals.

How often do shelter restrooms need service?

Shelter restrooms need service at least once a day, and twice a day at large shelters. A unit sized for a 4-hour party fills about 2.5 times faster under 24-hour use. Our yard runs Monday through Saturday, 7 AM to 7 PM, so plan a heavy Saturday service and add extra units to carry through Sunday.

Daily service means pumping, cleaning, restocking paper and refilling handwash water. Ask us to set the schedule when the shelter opens, and update the head count by text as it changes.

What should shelter organizers have ready when they call?

Shelter organizers should have 6 things ready: the address or GPS pin, a head count, the building's working toilet count, power and water locations, a gate or site contact, and a billing contact. Approved agencies can use a PO and net terms, and we send a W-9 and insurance certificate on request.

Do we need wheelchair-accessible units at a shelter?

Plan on it. Accessible counts follow 5%, but no fewer than one, plus one per cluster. Confirm the plan with your shelter manager.

Can you service on Sunday?

We do not run Sunday routes. We plan a heavy Saturday service and enough extra units to carry the shelter through Sunday.
